Description
The United States Government (USG) requests the execution of planned façade refurbishment works at a U.S. Embassy Mexico City–owned housing compound in Ciudad de México (CDMX). The scope of work includes refurbishment of the exterior façade, interior façade, parking area access, the adjacent building's wall on the north side, the pool deck area, and elements associated with common areas. The work encompasses surface preparation and painting of façade finishes; painting of handrails, metal pipes, metal joints in the façade, and metal window protection elements; and the sealing and selective repair of Cantera stone, including but not limited to window perimeters, cornices, and architectural components within the hall that form part of the interior façade. While the project is primarily preventive in nature, localized areas of the façade require minor corrective interventions, including the replacement or reinstatement of fallen, loose, or missing Cantera elements, to ensure continuity, safety, and material performance. All works shall be executed using compatible materials and methods that preserve the architectural character and integrity of the building. Due to the technical scope, safety considerations, and access requirements involved, a qualified contractor is required to perform these works in accordance with Embassy standards, applicable codes, and recognized construction best practices. The refurbishment shall use only high-quality, first-class materials, all of which must be evaluated and approved by the project's Contracting Officer Representative (COR). The character and scope of the work are set forth in Attachment 3, Description/Specifications/Statement of Work. The Contractor shall furnish and install all materials required by this contract, with this Statement of Work defining the requirements, expectations, and coordination framework under which the Contractor shall perform the described activities. As per FAR 36.204, it is anticipated that the range in price of this contract will be: Between $100,000 and $250,000 U.S. dollars. The Contractor shall furnish all managerial, administrative, direct labor personnel, raw materials, and transportation as well as adhere to all safety requirements per local law that are necessary to accomplish all required services. The Government may award the contract based on the initial offer without discussions. The resultant contract will be a single award firm-fixed price contract. The Government is planning a Site Visit and Pre-Proposal Conference. The process to confirm date, time and location will be stated in the solicitation. The entire contract shall be completed within 8 weeks. All responsible sources may submit a proposal, provided it complies with the requirements outlined in the RFQ. This information is provided to ensure all offerors clearly understand the full scope and duration of the contract. Offerors/Quoters shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.203-1. Failure to be registered at the time of proposal submission shall deem the offeror’s proposal to be considered non-responsive to the solicitation requirements and no further consideration will be given. Therefore, Offerors/Quoters are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
