Solicitation Number: W90VN926QA065 ******Amendment Number: 0002. Effective Date: 24 September 2026 A. PURPOSE OF AMENDMENT. The purpose of this amendment is to clarify the evaluation methodology for Factor 1 – Technical Capability under the Addendum to FAR 52.212-2 (Evaluation—Commercial Products and Commercial Services), specifically paragraph 18.2. This amendment does not change the closing date and time for receipt of quotations, does not change the Performance Work Statement or Technical Exhibit 1, and does not change any other evaluation factor. B. DESCRIPTION OF CHANGE — PARAGRAPH 18.2. Paragraph 18.2 of the Addendum to FAR 52.212-2 is revised in its entirety to clarify that Factor 1 – Technical Capability is evaluated on an Acceptable or Unacceptable basis as a whole. The five technical elements listed in paragraph 18.4 are considered collectively under a single overall Factor 1 rating. The revised language reads as follows: 18.2 Acceptable / Unacceptable Determination (Factor 1 as a Whole) The Government will evaluate Factor 1 – Technical Capability on an Acceptable or Unacceptable basis as a whole. The technical elements listed in paragraph 18.4 will be considered collectively. A quotation will be rated Acceptable under Factor 1 if, when considered as a whole, it demonstrates a credible plan and supporting detail showing that the proposed solution meets the minimum requirements of the PWS and Technical Exhibit 1 and can achieve the required outcomes in the ROK / Camp Walker / INDOPACOM environment.A quotation will be rated Unacceptable under Factor 1 if, when considered as a whole, it fails to demonstrate a credible plan or supporting detail for the mandatory requirements, or merely restates the PWS without describing the proposed approach.Only quotations rated Acceptable under Factor 1 will proceed to the comparative evaluation. A quotation rated Unacceptable under Factor 1 will be restricted from further consideration for award. 18.2.1 Rating Scale – Technical Capability Factor. ACCEPTABLE: When considered as a whole, the quotation demonstrates a credible plan and supporting detail showing that the proposed solution meets the minimum requirements of the PWS and Technical Exhibit 1 and can achieve the required outcomes in the ROK / Camp Walker / INDOPACOM environment. Minor weaknesses that do not represent a material risk to successful performance do not require an Unacceptable rating. UNACCEPTABLE: When considered as a whole, the quotation fails to demonstrate a credible plan or supporting detail for the mandatory requirements, or merely restates the PWS without describing the proposed approach. An Unacceptable rating under Factor 1 restricts the quotation from the comparative evaluation. C. RELATED CLARIFICATIONS (1) Paragraph 18.3 is clarified to state that comparative evaluation is conducted among quotations rated Acceptable under Factor 1. (2) Paragraph 18.4 is clarified to state that the technical elements are considered collectively under the Factor 1 rating. (3) No change is made to Factor 2 (Past Performance), Factor 3 (Price), Administrative evaluation, relative order of importance, or any other provision of the solicitation. D. CLOSING DATE AND TIME.The hour and date specified for receipt of quotations is NOT extended by this amendment. Quotations remain due no later than 15 October 2026 at 10:00 AM KST, unless further amended. E. ACKNOWLEDGMENT. Quoters shall acknowledge receipt of this Amendment 0002 in accordance with Item 11 of this SF 30. Failure to acknowledge may result in rejection of the quotation. F.
