Intent to Sole Source - LTS Telecommunications System Upgrade

The 19th Communications Squadron (19 CS) at Little Rock Air Force Base (LRAFB) intends to award a sole-source contract to Blue Plains for an LTS Telephone Communications System upgrade and associated Session Initiation Protocol (SIP) services. If you believe your company can fulfill this requirement, you MUST demonstrate the legal authority and technical capability to provision these services utilizing the proprietary telecommunications infrastructure owned and controlled by BrightSpeed Communications at LRAFB, as Blue Plains is currently the exclusive authorized partner on this infrastructure. This purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1(b). Please note that this is not a request for competitive proposals. However, all interested parties who believe they are capable of meeting the requirements are invited to submit, in writing, complete information describing their ability to provide the product/services listed above. Information is to be submitted to TSgt George Ordonez at george.ordonez@us.af.mil and Camille Ezugwu at camille.ezugwu@us.af.mil. The deadline for submittals is 5 September 2026 at 10:00 AM CDT. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
