Pre-Solicitation Notice for Apache Alert Mission Complex Anticipated Solicitation Issue Date: November 2026 Anticipated Solicitation Response Date: December 2026 Set Aside: As the work will be performed outside of the continental United States, no set asides to small business or socioeconomic preference for this solicitation. NAICS: 236220 -- Commercial and Industrial Building Construction, and the Small Business Size Standard is $45,000,000. Contracting Office Address: US Army Corps of Engineers – Middle East District, 201 Prince Frederick Drive, Winchester, VA, 22602 SYNOPSIS: SWM is anticipating a Design-Bid-Build (DBB) award for the Construction of facilities to support and enhance the Apache Alert Mission at Ali Al Salem Air Base in the country of Kuwait. PROJECT SCOPE: The facilities to be constructed include: Four Alert Shelters with Aprons Logistics Readiness Center Maintenance Supply Warehouse with Exterior Storage Shade Guard House Pilot Readiness Facility Petroleum Oil Lubricant (POL) Shed Fire Water Pump House with Water Tank Alert Magazine (option) Forward Arming and Refueling Point (FARP) Parking Sunshades Bunkers Three Electrical Substations All site utilities, incl. Stormwater, Domestic Water, Fire Water, Sanitary Sewer with Lift Station and Leach Field, and Site Electrical and Communications Site Development, incl. Taxiway, Vehicular Pavement, and Parking Lot Helipad and Taxiway Rehabilitation (option) Hardened Aircraft Shelter (HAS) Demolition (option) FARP Expansion (option) Paved Access to Practice Runway (option) The project includes all utilities, site improvements, new concrete aprons, airfield and vehicular pavements, detection and protection features, security enhancements, and other supporting work necessary to construct complete and useable facilities. The project is phased to maintain uninterrupted airfield and squadron alert and training operations during construction. The Period of Performance is anticipated to be 1,355 calendar days from issuance of Notice to Proceed. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will be issued on SAM.GOV. It is anticipated that the Best Value Trade-Off (BVTO) contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. RESPONSE PERIOD: This is a pre-solicitation notice and is not a request for proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. A response to this notice is not required. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
