Description
Screening Information Request (SIR) 1. Project Overview The Federal Aviation Administration (FAA) is seeking responsive, competent, and experienced contractors to design, fabricate, and deliver outdoor metal equipment shelters. These shelters will house Approach Lighting System with Sequenced Flashing Lights (ALSF) and Glide Slope (GS) equipment to support Runway 10L at Portland International Airport (KPDX) in Portland, Oregon. 2. Scope of Work The selected contractor will be responsible for: Design & Fabrication: Manufacturing outdoor metal equipment buildings according to the FAA's minimum requirements. -See attached. Equipment Integration: Performing all fabrication, equipment integration, and quality control indoors at the contractor’s own shop facility. The contractor must grant open facility access to the FAA during this phase for specialized equipment installation and quality inspections. Delivery: Transporting the completed structural buildings to the final project site at Portland International Airport. Note: The full specification package and detailed structural drawings will only be sent to qualified offerors who successfully pass the initial screening evaluation. 3. Baseline Eligibility Requirements System for Award Management (SAM): Vendors must maintain an active registration at SAM.gov prior to project award. NAICS Code: Vendors must have NAICS code 332312 (Fabricated Structural Metal Manufacturing) registered in their active SAM profile. 4. Mandatory Go/No-Go Evaluation Criteria To receive the full solicitation package, applicants must submit documentation proving they meet the following mandatory requirements. Failure to provide all requested information will result in an immediate determination of non-responsiveness. Criteria A: Past Performance & Technical Experience Provide a list of at least three (3) and no more than five (5) past or current projects demonstrating your experience with outdoor metal equipment buildings. Submissions must meet these rules: Sector Relevance: Shelters must have supported Navigational Aids (NAVAIDS) or aviation-sector communications equipment. Recency: Projects must have been designed, fabricated, and delivered within the last five (5) years from this SIR posting date. Technical Complexity: Experience must demonstrate integration of complex customer-supplied electronics, engine generators, raised access floors, and two-part, field-joined equipment shelters. Client Type: Projects must have been performed for the FAA, a commercial airport, or another federal/state agency. Verifiable Details: Include the contract number or project identifier, along with a current point of contact name, email address, and phone number. Criteria B: Financial Capability Provide a formal letter from your financial institution dated within the last 30 days that explicitly verifies your financial stability. Financial Health: The letter must confirm you maintain a six-figure bank balance (or greater) or possess a line of credit sufficient to finance a six-figure project. Institution Contact Info: Include the bank's name, physical address, phone number, and a designated contact person. Authorization Statement: If required by your bank, provide a signed statement from an authorized representative of your firm granting the FAA written permission to verify your financial standing. 5.
