Contracting Office: United States Property and Fiscal Office (USPFO-AK) for Alaska National Guard Joint Base Elmendorf-Richardson (JBER) Proposed Vendor: GCI Communication Corp., 2550 Denali St., Suite 1000, Anchorage, AK 99503 Requirement Description The United States Property and Fiscal Office (USPFO-AK), on behalf of the Alaska Army National Guard Network Enterprise Center (AKARNG-NEC), intends to award a non-competitive, firm-fixed-price contract to GCI Communication Corp. The scope of this action covers commercial telecommunications, analog emergency landlines, mobile internet, and data circuit services across 19 active accounts supporting Alaska Army National Guard personnel across Fort Richardson, Camp Denali, and state-wide facilities. The proposed contract action has an period of performance as follows: Base Period: 01 November 2026 – 31 October 2027 Option Period 1: 01 November 2027 – 31 October 2028 Statutory Authority This statutory authority permitting sole source contracting is 41 U.S.C. 1901(e)(1)(A)(ii), as implemented in FAR 13.501(a)(1)(ii)—Sole Source (including brand name) under the authority of Simplified Procedures for Certain Commercial Items. Justification for Sole Source Awarding to any source other than GCI Communication Corp. would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition, as well as unacceptable operational delays in maintaining critical telecommunications and life-safety systems. GCI Communication Corp. owns the physical telecommunication infrastructure, state-wide wiring, and hardware connected directly to AKARNG facilities. Transitioning to a new vendor would require extensive infrastructure construction, new hardware installation, and significant operational delays across 19 active accounts, directly impacting life-safety emergency analog lines (including 911 call boxes, elevator emergency phones, and fire/vault alarms).
