Description
This is a Sources Sought notice for market research purposes only. This is not a request for quotation (RFQ) or a solicitation. The Government will not pay for any information received in response to this notice. The 176th Wing (176WG), Alaska Air National Guard (AKANG), intends to award a single-award, sole-source Blanket Purchase Agreement (BPA) with a five (5) year ordering period to Nahtsiith LLC (dba Anchorage Wolverines). This action is prepared in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b), which allows for soliciting from a single source when the contracting officer determines that only one source is reasonably available. The Government's requirement is for a comprehensive, venue-based advertising and community sponsorship package. The intended use is to enhance public awareness of the AKANG and support its recruiting mission by engaging with a key demographic in a high-traffic community setting. A detailed draft Performance Work Statement (PWS) is attached to this notice. The determination to award on a sole-source basis is based on the following: Nahtsiith LLC (dba Anchorage Wolverines) is considered the only source capable of providing the required services. The Government’s minimum need is for a strategic sponsorship with a premier, high-level junior sports franchise in Anchorage that attracts a dedicated, high-volume audience of families, young athletes, and community members throughout a regular sports season. The requirements in the PWS are intrinsically linked to the unique assets, exclusive branding rights, audience, and environment proprietary to the Anchorage Wolverines franchise during their events at the Sullivan Arena. Instructions for Interested Parties: All responsible sources that believe they can fully meet the requirements outlined in the attached draft BPA and PWS are invited to submit a detailed capability statement. Capability statements must be submitted electronically to the Point of Contact listed above no later than the response date and time. The capability statement must address, at a minimum, the following: A detailed description of the offeror's ability to meet every requirement listed in the attached draft BPA and PWS. Proof of ownership, operational control, or exclusive advertising rights for a comparable, high-level sports franchise (e.g., Junior A hockey tier or equivalent professional/semi-pro team) operating within the Anchorage, AK metropolitan area that attracts a similar demographic and volume of public traffic during its season. A description of the specific, comparable assets available (e.g., in-ice logos, dasher board systems during franchise games, team sponsorships, etc.). Vague assertions of capability or general marketing materials will not be considered. The Government will review any responses to determine if a competitive procurement is feasible. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
