ACTION: Notice of Intent to Award a Sole-Source, Brand-Name Contract AGENCY: Mission and Installation Contracting Command (MICC) - Fort Eustis, on behalf of the U.S. Army Aviation Center of Excellence (AVCoE) at Fort Rucker, AL. DESCRIPTION: This is a notice of intent to award a firm-fixed-price, brand-name-only contract to Exacom, Inc. (CAGE: 1CMH6) for the procurement, design, installation, and software licensing of the Exacom HindSight 4 Integrated Voice and Flight Operations Recording Assembly System (VRS) Upgrade. The Government requires a digital voice and radio transmission recording platform to deliver multi-channel recording for the Cairns and Range Operations crash networks. This system is critical for supporting public safety dispatch, G3 Air noise complaints, aircraft mishap investigations, and the Fort Rucker Fly Neighborly Program. BASIS FOR LIMITING COMPETITION: The determination to procure this requirement on a brand-name, sole-source basis is based on the following: The existing voice recorder system and associated rack management software at AVCoE are proprietary to Exacom. The required upgrade must be fully compatible and interoperable with the current infrastructure to ensure seamless integration. Introducing a different brand would necessitate a complete replacement of the entire system at a significantly higher cost to the Government. Furthermore, it would introduce unacceptable operational risks and downtime for critical 911 emergency and flight safety dispatch networks. Only the Exacom HindSight 4 system can meet the Government's requirements without causing these cost and schedule disruptions. This action is supported by an approved Digital Marketplace Statement of Non-Availability (SONA). INSTRUCTIONS TO INTERESTED PARTIES: This notice of intent is not a request for competitive proposals. However, all responsible sources who believe they can meet the Government’s requirement as stated herein may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
