Overview The United States Air Force is seeking industry feedback from local Kuwaiti contractors to refine the requirements for an upcoming Blanket Purchase Agreement (BPA) to execute full-depth airfield pavement repairs at Ali Al Salem Air Base. The project scope is specifically engineered for heavy C-17 transport operations—adhering strictly to Unified Facilities Criteria (UFC) standards—and requires the Contractor to provide all management, tools, materials, equipment, transportation, supervision, and labor necessary to complete repairs. To ensure a highly competitive solicitation and a realistic execution plan, the US Government aims to identify any overly restrictive specifications and align our requirements with local commercial capabilities where feasible; for scope context, individual task orders issued under this BPA are anticipated to range in value from $5,000 KWD to $50,000 KWD per repair. NOTICE: The US Government will not award a contract based on the responses and will not pay for the information submitted. Sources Sought Questions Section A: Material Standards & Submittals 1. The United States Air Force (USAF) requires submittals for all materials prior to execution, per standard US military practices. Reviewing the provided Line Items, are there any testing standards (such as ASTM) or submittal requirements that present an undue hardship? If so, please identify them. 2. If you foresee challenges meeting specific UFC or ASTM standards, what equivalent local materials or testing methods (e.g., British Standards/MPW) would you propose? Please explain how your proposed alternative meets the same structural and performance intent. Section B: Supply Chain & Material Capabilities 3. Can your firm source crushed aggregate subbase that strictly complies with military gradation bands for heavy airfield paving? Please confirm your ability to submit an ASTM C136 (or equivalent) Sieve Analysis demonstrating the material meets these load-bearing requirements, specifically the limit of <15% passing the No. 200 sieve. 4. Can your firm locally source asphalt prime and tack coats that conform to ASTM D977, Type SS-1h or ASTM D2397/D2397M, Type CSS-1h? 5. This BPA requires specialized materials for heavy C-17 traffic. Can your batch plants consistently supply rapid-setting concrete (for short-window repairs), Portland Cement Concrete (PCC) reaching 650 PSI flexural strength (410mm thick), and cementitious stabilized base reaching 500 PSI flexural strength (100–150mm thick)? 6. Can your firm source adequate amount of equipment operators and drivers to maintain continuous construction operations and prevent any delays that could cause cold-joints in the pavement? Section C: Operational Capabilities & Readiness 7. Does your company directly employ the labor force required to perform heavy airfield paving, or do you intend to subcontract the primary paving execution? If subcontracting, please identify the proposed firm if known. 8. What is your firm’s ability to mobilize heavy equipment, labor, and batch plant support within a 24 to 48-hour notice for emergency runway repairs? If you cannot meet this, what is your standard mobilization timeline? Is there added cost for this? 9. Please submit a high-level list of equipment you own or lease that would be utilized for this work (e.g., full-depth concrete saws, milling machines, dowel gang drills, pneumatic rollers). Section D: Scenario-Based Execution & QA/QC 10. Execution Scenario: How long do you estimate it will take your team to complete an asphalt repair that is 30m x 30m x 200mm deep? Assume the following: The repair requires removal of subbase, placement of proper subbase materials, and two layers of 75mm HMA with a tack coat between. Additionally, the top layer requires milling and a full runway width surface repair of 35m wide x 50m long to blend the surface. 11. Does your firm have the capability to retain an independent, certified third-party testing laboratory to verify both in-place compaction of crushed gravel base and the density/thickness of Hot Mix Asphalt (HMA)? Please identify the testing methods they will use for gravel (e.g., ASTM D6938 Nuclear Gauge or ASTM D1556 Sand Cone) and for asphalt (e.g., ASTM D2950 Nuclear Gauge and ASTM D2726/D3549 Core Drilling) and confirm their ability to provide rapid daily quality control reports to prevent construction delays. Section E: Pricing Structure & Cost Optimization 12. We intend to include a Line Item number to allow for the cost of mobilizing equipment. What recommendation do you have to structure this pricing to remain fair to both parties? (e.g., lump sum for task orders below 5,000 KWD, pricing per piece of heavy equipment, or a fixed percentage of total task order cost?) 13. The intent of this agreement is to stay within pricing of normal industry costs, while recognizing there may be additional costs for higher quality materials and small task order mobilizations. If any of the airfield design requirements significantly drive up the cost compared to typical pavement industry standards, do you have any other recommendations to reduce total contract price while still delivering a fully compliant, high-quality military airfield product?
