Notice of Application for State Water Quality Certification PN Reference Number: POA-2026-00030 v1.0 Public Notice (PN) Date: August 25, 2026 PN Expiration Date: September 24, 2026 Waterway: Glenn Gulch, Flint Creek, Gold Run Creek Any applicant for a federal license or permit to conduct an activity that might result in a discharge into waters of the United States, in accordance with Section 401 of the Clean Water Act (CWA), must also apply for and obtain certification from the Alaska Department of Environmental Conservation that the discharge will comply with the CWA and the Alaska Water Quality Standards (18 AAC 70). The scope of certification is limited to the water quality-related impacts of the activity subject to the Federal license or permit (40 CFR 121.3, 18 AAC 15.180). Notice is hereby given that a request for a CWA §401 Water Quality Certification of a Department of the Army Permit application, Corps of Engineers’ PN Reference Number indicated above, has been received [1] for the discharge of dredged and/or fill materials into waters of the United States (WOTUS), including wetlands, as described below, and shown on the project figures/drawings. Applicant : Tintina Gold Company LLC, Shane Holmberg, 2341 Nussbaumer St,, Fairbanks, AK 99709, 907-205-7353; shaneh@tintinagoldco.com Project Name : Glenn Gulch Tintina Gold Company Placer Mine Site Dates of the proposed activity are planned to begin and end : 06/01/2026 to 06/01/2036 Location : The proposed activity is located within Section 12S, T. 18E, R. 30, Kateel River Meridian, in the Yukon-Koyukuk Census Area, Alaska. ADL 628161. Project Site (Latitude, Longitude): 64.414821, -155.35169. Purpose : The applicant’s stated purpose is to operate a mechanical placer mine within the aquatic resources of Glenn Gulch and Flint Creek to extract gold. Description of Proposed Work : The applicant proposes a 10-year phased placer mining operation impacting approximately 35 acres. The work would involve mechanized clearing, stripping of overburden, excavation of pay gravels, and the progressive reclamation of mined areas. Key activities include : Stream Diversion: A 4,000-linear-foot diversion is in place for the next two years to facilitate completion of mining in Glenn Gulch. The applicant is currently processing older spoil piles where previous miners had stockpiled material. The stream would be returned to its original path as part of the Glenn Gulch reclamation process. After mining and reclamation have been completed in Glenn Gulch, an approximately 1,500-foot diversion of Flint Creek around each subsequent season’s mine cut would be constructed and reclaimed in stages. A similar practice would occur in Gold Run until mining is complete. Mining Method: Utilize dozers (D8, D9), excavators (ZX400, ZX600), loaders (966), and rock trucks (A35, A40) for open-cut mining. Pay gravel would be processed at an estimated rate of 650 cubic yards per day, for a total of 60,000 cubic yards annually. When mining and reclamation are complete in Glenn Gulch, the operation would move into Flint Creek and work upstream (south) toward Gold Run. Flint Creek would be diverted to the west side of the drainage, and mining and reclamation would then cycle seasonally, reclaiming the active cut before shutting down for winter. When mining in Flint Creek is complete, a road would be left through the claim block to access Gold Run, where mining and reclamation would also occur annually. Water for camp use and dust control is hauled from Glenn Creek. Infrastructure: Maintain a 400'x400' camp area including a main building, six cabins, and shipping containers for storage. Reclamation: For Glenn Gulch, reclamation would include moving previous spoils back into mined areas and returning the diverted stream to its natural path. Once mining moves into Flint Creek and works toward Gold Run, the applicant would implement a progressive mine and reclamation plan in which spoils from the new mining cut would be used to backfill and recontour the previous year's cut. The plan includes re-spreading topsoil and restoring the stream channel and floodplain. Applicant Proposed Mitigation : The applicant proposes the following mitigation measures to avoid, minimize, and compensate for impacts to waters of the United States from activities involving discharges of dredged or fill material. Avoidance: Current operations are located on ground previously disturbed by mining in the 1930s. No water from the diverted Glenn Creek would be used for mining operations; make-up water will be sourced from intermittent, southside run-off streams. Fuel and petroleum products will be stored in a designated containment area near the camp, at least 300 feet from flowing waters. Minimization: Reclamation of the Glenn Gulch mining area, including returning the stream to its natural course, would occur before moving the operation into Flint Creek. From there, a progressive mining and reclamation plan would be implemented, where each year’sreclamation follows the previous year’s disturbance, minimizing the disturbed area at any given time. The project would use existing roads for access to the claim block. Equipment would be checked daily for leaks to prevent drips or spills of petroleum products. The valley and streams will be restored to approximate pre-mining topography and details. Mitigation: The applicant has stated that because the operation is located on historically disturbed ground and because the project includes a detailed plan to restore the valley and re-establish the stream to its original path, they believe compensatory mitigation is not necessary. After reviewing the application, the Department will evaluate whether the activity will comply with applicable water quality requirements (any limitation, standard, or other requirement under sections 301, 302, 306, and 307 of the CWA, any Federal and state laws or regulations implementing those sections, and any other water quality-related requirement of state law). The Department may certify (or certify with conditions) with reasonable assurance the activity and any discharge that might result will comply with water quality requirements. The Department also may deny or waive certification. The permit application and associated documents are available for review.
