Notice of Application for State Air Quality Permit AQ1788ORL02, Alyeschem LLC, Alyeschem Methanol and ULSD Hydrotreater Plant

The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested Limit approval (ORL) AQ1788ORL02 to Alyeschem, LLC for the Alyeschem Methanol and ULSD Hydrotreater Plant under Alaska Statute 46.14 and regulation 18 AAC 50. Applicant : Alyeschem, LLC, P.O. Box 90834, Anchorage, AK 99509 Location: 70° 14’48”N, 148° 33’59”W Activity: Permit Avoidance ORL . This public notice is for the draft ORL only. Emissions: The potential to emit at the stationary source will not exceed 40 TPY NO X and SO 2 , 100 TPY VOC and CO, and 10 TPY HAP, by limiting: planned flared gas to 100 TPY per consecutive 12-month period, fuel gas consumption for EU IDs 7, 8, and 9, to no more than 269 MMscf for any consecutive 12-month period, and consumption of fuel gas containing sulfur content of no more than 500 parts per million by volume for EU IDs 1, and 4 through 9. ADEC Preliminary Review: Based on the review of the application, ADEC has made a preliminary decision to approve the ORL for the Alyeschem Methanol and ULSD Hydrotreater Plant. ADEC will issue a final decision to issue or deny the ORL after the close of the public comment period.
