Notice of Application for State Air Quality Permit AQ1690MSS02, Hilcorp North Slope LLC, Z-Pad

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp North Slope, LLC’s application for Air Quality Control Minor Permit AQ1690MSS02 for the Z-Pad. Applicant : Hilcorp North Slope, LLC 3800 Centerpoint Dr, Suite 1400, Anchorage, AK 99503 Location: Latitude 70.298º North; Longitude -149.198º East Umiat Meridian, Township 11N, Range, Alaska Activity: Hilcorp North Slope, LLC applied for minor permit under 18 AAC 50.502(c)(4)(A) for beginning a physical change, or a change in the method of operation of an existing stationary source. The project is also classified under 18 AAC 50.508(5) for Owner Requested Limits (ORLs) to avoid Prevention of Significant Deterioration (PSD) review under 18 AAC 50.306. These ORLs apply to two distinct operating scenarios involving emissions of NO? and carbon monoxide (CO). The project is also classified under 18 AAC 50.508(6) in order to revise the terms and conditions of the Title I permit, AQ1690MSS01. Hilcorp North Slope, LLC submitted its application on July 25, 2025. The company is requesting authorization to: Install three dual-fuel Titan 130 23001S, power generation turbines, each rated at 16,530 kilowatts, equipped with, SoLoNOxTM, Pilot Active Control Logic, and inlet air heating, install and remove one dual-fuel Tian 130 20501S as part of a phase construction approach, install four fuel tanks with a combined capacity of 184,800 gallons or 699.54 cubic meters, install a large emergency generator rated at 1000 kilowatts, and rescind Permit AQ1690MSS01. Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 266.96 tons of Nitrogen Oxides(NO X ), 170.35 tons of Carbon Monoxide(CO), 22.84 tons of Particulate Matter(PM), 89.26 tons of Sulfur Dioxide(SO 2 ), 23.27 tons of Volatile Organic Compounds(VOCs), 138,594.98 tons of Carbon Dioxide Equivalent(CO 2e ) emissions, and 8.55 tons of Hazardous Air Pollutants (HAPs), with the highest individual HAP formaldehyde estimated at 5.7 tons. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 360,898.60 tons. ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.
