Description
The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve the City of Saint Paul’s application for Air Quality Control Minor Permit AQ0319MSS04 for the Saint Paul Power Plant. Applicant : City of Saint Paul PO Box 901 Saint Paul Island, AK 99660 Location: Latitude: 57º 8´ 3.43" North; Longitude: 170º 15´ 54.92" West Activity: City of Saint Paul applied for a minor permit under 18 AAC 50.508(5) for establishing owner-requested limits and 18 AAC 50.508(6) to revise and rescind terms and conditions of a Title I permit. This minor permit includes conditions that allow for the Saint Paul Power Plant to cease operation under their existing Title V operating permit shield upon issuance. Emissions: Changes in emissions at the stationary source are as follows: a decrease of 333.00 tons of Nitrogen Oxides, a decrease of 79.05 tons of Carbon Monoxide, a decrease of 7.68 tons of Particulate Matter, a decrease of 39.94 tons of Sulfur Dioxide, and a decrease of 13.92 tons of Volatile Organic Compounds. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 119.74 tons. ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law.
