DOT&PF Notice of Floodplain Encroachment: CR27 Bridge NHS Preservation (CFHWY01509)

The Alaska Department of Transportation and Public Facilities (DOT&PF) has assumed the responsibilities of the Federal Highway Administration under 23 U.S.C. 327 and is soliciting comments and information on a proposal for preventative maintenance on nine bridges within Central Region (CR) as part of the annual preservation activities program. The purpose of the proposed project is to improve safety and increase the lifespan of bridges. Work would be limited to the approaches, decks, abutments, drainages, and piers of bridges located within the Municipality of Anchorage, Kenai Peninsula Borough, and Matanuska-Susitna Borough. This project would involve floodplain encroachments – refer to the table below for details. A flood hazard development permit would be obtained for all work within a flood zone or floodway, as required by code in each borough. Only debris removal work in East Fork Sixmile Creek, Deep Creek, and the Little Susitna River would be below Ordinary High Water (OHW). The encroachments are expected to be minor, with no net changes to the base flood elevation, thus the work would not result in a significant encroachment. Additionally, no longitudinal encroachments are anticipated. This proposed project will comply with Section 106 of the National Historic Preservation Act; Executive Orders: 11990 (Wetlands Protection), 11988 (Floodplain Protection), the Clean Air Act, Clean Water Act, Fish and Wildlife Coordination Act, and U.S. DOT Act Section 4(f). ************************************************************************************* The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated April 13, 2023, and executed by FHWA and DOT&PF. ************************************************************************************* DOT&PF is soliciting comments and information on the proposed project’s floodplain impacts.
