Description
Aleutian Homes Phase VII Water Main Replacement (SRF Loan # 503211-S) and Aleutian Homes Phase VII Sewer Replacement (SRF Loan # 503201) Kodiak, Alaska The Alaska Department of Environmental Conservation’s (Department) State Revolving Fund Program has conducted a review of the above referenced projects in accordance with the Operating Agreement between the Department and the U.S. Environmental Protection Agency (EPA) for implementing the Drinking Water and Clean Water State Revolving Fund (DWSRF & CWSRF) loan programs. The Department has determined that these projects are eligible for a Categorical Exclusion (CE) in accordance with 18 AAC 76.235 and 18 AAC 76.040. Accordingly, the Department is exempting these projects from further environmental review requirements under the Department’s EPA-approved State Environmental Review Process. The projects will replace 2,600 feet of 8-inch diameter water main along with associated service lines and appurtenances. In addition, about 2,100 feet of sewer main, service lines, and manholes will be replaced. All existing asbestos-cement pipe will be upgraded to C-900 PVC. Curb/gutter, sidewalk, and pavement impacted by the work will be restored. Design began July 2020, and the City of Kodiak received 65% design drawings in 2023. A DWSRF loan of $2,200,000 and a CWSRF loan of $3,600,000 have been requested for these projects. These projects are eligible for a CE because undertaking this action: Will not significantly affect the degree of treatment or capacity of the existing facility; Will not directly or indirectly affect cultural resources, habitats of endangered or threatened species, or environmentally important natural resources area; Will not have a significant effect on the quality of the human environment; Will not cause significant public controversy. The determination shall become effective upon distribution by the Department and can be revoked at any time that adverse information is made available.
