Description
The Naval Air Systems Command (NAVAIR) intends to award sole-source modifications to existing task orders under Basic Ordering Agreement (BOA) N0001921G0008 to Textron Systems Corporation (TSC), located in Hunt Valley, Maryland. This action is for highly specialized engineering, integration, and operational support services for the Aerosonde Unmanned Aircraft System (UAS). The services include: Operational site transitions and mobilization support for shipboard and land-based UAS assets. Non-recurring engineering and integration of mine countermeasure sensor payloads. The efforts will be performed over a period of up to twelve (12) months from the date of modification award. This action is pursued under the authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.” Textron Systems Corporation is the sole OEM, designer, and developer of the Aerosonde UAS. The company maintains exclusive proprietary control over the technical data packages, integration drawings, and flight control software. No other source possesses the specialized technical data or capability required to perform these services without causing unacceptable delays in fleet operational readiness and voiding critical airworthiness certifications. This synopsis is published for informational purposes only. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort.
