Description
The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey intends to issue a Firm Fixed Price (FFP) contract on a competitive basis (total small business set-aside in accordance with FAR 19.5) for the procurement of twenty (20) Adapters, Hellfire Missile (Upper), part number 1517AS106-1, and twenty (20) Adapters, Hellfire Missile (Lower), part number 1517AS107-1. These common support end items are in support of the AH-1Z & UH-1Y Foreign Military Sales (FMS) Czech Ministry of Defense CASE EZ-P-SBF. Cybersecurity is a top priority for the Department of Defense (DoD). The defense industrial base (DIB) faces increasingly frequent and complex cyberattacks. To strengthen DIB cybersecurity and better safeguard DoD information, the DoD developed the Cybersecurity Maturity Model Certification (CMMC) Program to assess DoD cybersecurity requirements pertaining to Federal Contract Information (FCI) and Controlled Unclassified Information (CUI). The items in this acquisition have been deemed to fall into CMMC Level 2-Self-Assessment. CMMC Level 2 requires implementation of the 110 security requirements set forth in NIST SP 800-171 Rev. 2 to protect CUI in contractor information systems. Level 2 assessments are conducted every three years. CMMC Level 2 self-assessment scores are entered by the OSA into SPRS. The Government owns the Build-to-Print Technical Drawing Package, and the drawings are considered Export Controlled. All Offerors must be able to provide a certified DD Form 2345. All requesting Offerors must have a current certified DD2345 to obtain the drawings. Drawings will be provided to your designated data custodian on your certified DD2345 via the DoD Safe website. All Offerors, other than the successful Offeror, are required to destroy all export control data, regardless of form or the media on which it may be recorded, including CDs, data stored on other computer storage devices and paper documents. Offerors shall provide proof of such destruction via signed letter on corporate letterhead to the PCO via email at juancarlos.r.belmonte.civ@us.navy.mil. Specific information regarding Solicitation N68335-26-Q-1186 will be issued and posted on the SAM website in the near future. No telephone or written requests for the solicitation will be accepted. Amendments to the solicitation, if issued, will be posted to the same website. After solicitation release, vendors should regularly access the website to ensure they have all of the amendments. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. The Government is not obligated to pay for any information received from potential sources as a result of this Presolicitiation notice. This notice is for administrative purposes only. It does not constitute a solicitation for bid or proposals, and should not be construed as a commitment by the Government.
