Description
This Notice of Intent is prepared in accordance with FAR Subpart 5.2, Synopsis of Proposed Contract Actions for the Academic Standards, Curricular Alignment, and Professional Learning Support Services Requirement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A SOLICITATION WILL NOT BE POSTED. The Government intends to award a sole-source service contract to the incumbent contractor in support of the Department of War Education Activity's (DoWEA) ongoing Do No Harm initiative. The contractor previously conducted an independent third-party audit of curriculum, professional development, school discipline, counseling services, special education programs, academic standards, and related policies. The proposed acquisition will support DoWEA's enterprise-wide implementation of audit findings and recommendations and includes development of integrated action plans, standards alignment, policy development, stakeholder engagement, performance assessments, implementation support, and related services necessary to execute the follow-on effort. Due to the specialized nature of the requirement and the need for continuity of analysis, methodology, and institutional knowledge, the incumbent contractor is uniquely positioned to provide the required support without duplication of effort, increased costs, or delays in performance. The sole source authority for this requirement is FAR 6.103-1(b), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The applicable NAICS Code is 611710 (Educational Support Services – Size Standard is $24,000,000). The applicable Product Service Code is U009. This notice is not a request for quotes.
