36C78626R0104 Manufacture and Distribution of Flat Bronze Markers Pre-Solicitation Notice This is a PRE-SOLICITATION NOTICE for a commercial acquisition using FAR Parts 12 and 15. THIS PRE-SOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSALS (RFP). VENDORS SHALL NOT SUBMIT FORMAL PROPOSALS UNTIL AN RFP IS POSTED TO THE SYSTEM FOR AWARD MANAGEMENT (SAM) WEBSITE. This requirement is a re-solicitation of the previously cancelled procurement for Flat Bronze Markers. This procurement will be solicited on an unrestricted basis. The Department of Veterans Affairs (VA) intends to issue a Request for Proposals (RFP) on or about September 24, 2026, for the acquisition of flat bronze markers in support of VA's Memorial Products Service (MPS). The National Cemetery Administration (NCA) furnishes headstones, markers, niche covers, and medallions for deceased Veterans worldwide. Memorial monuments are also furnished to memorialize Veterans whose remains are non-recoverable. The purpose of this requirement is to manufacture, supply, and distribute flat bronze markers worldwide. The Government contemplates a single award of an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with fixed prices subject to economic price adjustment. Delivery orders will be issued against the resulting contract. The North American Industry Classification System (NAICS) code for this requirement is 331529, Other Nonferrous Metal Foundries (except Die-Casting). Interested parties shall be registered in the System for Award Management (SAM) at www.sam.gov. The solicitation, amendments, and other applicable documents will be available electronically through SAM.gov. No paper copies of the solicitation will be provided, and telephone requests for copies will not be accepted. Interested parties are responsible for monitoring SAM.gov for the solicitation, amendments, and other information concerning this procurement. NOTE: The Government is not seeking proposals or pricing in response to this notice. This notice does not constitute a Request for Proposals (RFP) or a commitment by the Government to issue a solicitation or award a contract. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Costs incurred by interested parties in response to this notice will not be reimbursed.
