SOURCES SOUGHT NOTICE Elephant Butte Field Division -Coating System Materials Notice No.: 140R4026Q0075 NAICS: 325510 (Paint & Coating Manufacturing) 332999 (Industrial Supplies) PSC: 8010 / 8030 / 5970 (Coatings, Sealants, Surface Prep Chemicals) Type of Contract: Firm-Fixed-Price (FFP) This Sources Sought notice is issued solely for market research purposes. It is not a solicitation and does not request quotes or proposals. This notice is intended for research on business capabilities for fulfilling this requirement. The Government is seeking to identify capable small business concerns that can perform the work described below. This requirement is anticipated to be set aside for small business participation. Therefore, the Government is specifically requesting information to determine whether a particular small business socioeconomic category—such as Small Disadvantaged Business (SDB), Economically Disadvantaged Women‑Owned Small Business (EDWOSB), Service‑Disabled Veteran‑Owned Small Business (SDVOSB), HUBZone, or 8(a)—is appropriate for this acquisition. Responses are requested only from qualified small businesses. Large businesses should not respond to this notice. Project Overview / Description of Work The required materials and equipment support the Elephant Butte Field Division’s efforts to clean, prime, inhibit rust, coat, and paint multiple facility structures. It does not include installation, labor, or application services. To extend the service life of facilities in a desert climate while maintaining the agency’s standards for durability, material safety, and operational reliability. The contractor must provide all coating‑system materials identified in Attachment A (Excel). Include in your response and additional insights or recommendations related to the material list. The following supplies specifics will be listed below. Sprayer and Accessories Needed Brand Name Referenced: Graco GH 833ES Big Rig (Electric Start) or equivalent. - Industrial Grade Sprayer Accessory Cases Brand Name Referenced: Pelican™ IM2950 Storm Travel Equipment Case with iM29XX-UTILITYORG Utility Organizer Color Matching Requirements To ensure aesthetic consistency across all facility structures: 1. Contractor shall provide color cards/swatches for all proposed paint and elastomeric products. 2. The baseline reference color is Sherwin-Williams SW6107 Nomadic Desert (brand name or equivalent). 3. Equivalent products must demonstrate: • A Delta-E (ΔE) color difference of ≤ 2.0 when compared to the reference shade • Sheen consistency (Flat/Satin as applicable) 4. Final color approval will be issued by the Government COR prior to shipping materials. 5. No material substitutions may occur after color approval unless authorized in writing. Delivery Requirements Deliver all materials to the designated receiving facility in Elephant Butte, NM within 90 days of award. Palletize and protect all materials suitable for forklift unloading and freight transit.
