Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Healthcare System, VISN 10 Contracting Activity intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part RFO FAR 12.102(a), Only One Responsible Source for the following items listed below. The associated NAICS code for these products is 339112. The vendor, ScriptPro, a large business is located at 5828 Reeds Rd, Mission, KS 66202. Description of equipment requirements: he Department of Veterans Affairs requires proprietary upgrades, replacements, and maintenance services for existing ScriptPro pharmacy automation platforms installed at the LTC Charles S. Kettles VA Medical Center (Ann Arbor, MI) and the Toledo VA Clinic (Toledo, OH). These upgrades are necessary to maintain compatibility, cybersecurity compliance, and operational functionality of the ScriptPro robotic dispensing and workflow systems. Supplies and Services Include: Workflow Management System (WMS) 2.0 licensing (primary & backup) Pharmacy Services Portal (PSP) modules Replacement pharmacy workstations (Ann Arbor: 19, Toledo: 11) Zebra ZD621 2P label printers Robotic inspection camera conversions OEM required Windows 11 CPU/BIOS/SSD upgrades for ScriptPro robots, kiosks, Datapoints, and notice boards Customer owned equipment uninstall services OEM provided installation, configuration, testing, calibration, remote support, and semi annual preventive maintenance as required by the Statement of Work All supplies and services must be performed by ScriptPro USA, Inc. technicians or ScriptPro authorized OEM technicians in accordance with the Statement of Work. Intended Use: These upgrades are required to ensure the continued safe, accurate, and efficient operation of ScriptPro robotic dispensing systems and pharmacy workflow platforms. The updates support: Windows 11 compliance Cybersecurity and VA infrastructure compatibility Replacement of aging hardware Accurate medication dispensing Continued maintainability and OEM warranty compliance The required upgrades, hardware, software, and maintenance services are proprietary to ScriptPro and can only be obtained and installed by ScriptPro USA, Inc., due to the OEM controlled architecture of the pharmacy automation systems currently in use at both Ann Arbor VAMC and the Toledo VA Clinic. The Statement of Work mandates OEM authorized technicians for all repairs, updates, diagnostics, software installations, and Windows 11 upgrade components, and the Sole Source Justification confirms that all quoted items except for a single Zebra printer are exclusively manufactured, distributed, and supported by ScriptPro. The OEM further verified via email that no distributors, SDVOSBs, VOSBs, or third party vendors are authorized or capable of supplying or performing these proprietary upgrades. Because the required components directly integrate into an OEM controlled closed system, any attempt to use another vendor would result in system incompatibility, loss of functionality, unacceptable delays, and substantial duplication of cost, making ScriptPro the only responsible source capable of meeting the agency s needs. A firm fixed price contract with no options is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This is not a Request for Proposal; this is a Notice of Intent to Sole Source requirement. No responses will be accepted after NOON, Tuesday, August 18, 2026, ET.
