Description

Environmental DNA (eDNA) Autosampler NOTICE OF INTENT This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS) intends to award a purchase order to MTE Instruments of Quebec, Canada, for an environmental DNA (eDNA) autosampler as described in the attached Salient Characteristics. Award will be made in accordance with Revolutionary FAR Overhaul (RFO) Part 12 entitled, Acquisition of Commercial Products and Commercial Services. MTE Instruments is, to the knowledge of the USGS, the only source who can provide this item, as no other company offers a product that meets all of the Salient Characteristics. MTE Instruments, Inc. is the only reasonably available source identified that provides an eDNA autosampler with the following combination of required characteristics: 1. Capacity to autonomously collect and preserve at least 30 discrete samples during an extended unattended deployment. 2. Integrated UV-based biofouling protection to reduce fouling of the intake and sampling components during long-term aquatic use. 3. Land-based operation suitable for remote partner locations. 4. Off-grid operation using solar and swappable battery power. 5. Extended multiweek deployment without routine servicing or sample retrieval. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 334516 Analytical Laboratory Instrument Manufacturing, size standard 1,000, and the Product and Service (PSC) code is 6640 Laboratory Equipment and Supplies. Responses or inquiries shall only be accepted through electronic mail addressed to elizabeth_adam@ios.doi.gov and must be uploaded and received in their entirety no later than Wednesday, August 26, 2026, 10:00am ET.
