Description

EO 14398, Taser 10 for South Atlantic Gulf SERO The National Park Service, Region 2, South Atlantic Gulf, intends to award a Firm Fixed price contract for Conducted Energy Weapons (CEWs) AKA Tasers to support law enforcement activities and the mission of keeping the public safe. This purchase supports the lifecycle replacement of hardware. DOI's 446 DM 22, Conducted Energy Weapons, states that CEWs are a less-lethal hand-held device that discharges electrical pulses designed to temporarily incapacitate a person by inhibiting the person's neuromuscular control. Deploying a CEW allows officers to safely control subjects from a modest distance, minimizing risk. These Tasers are required to be fully supported by the existing hardware-to-software ecosystem solution currently in use by the Department of the Interior. This requirement is being procured in accordance with FAR Part 6.302-1, only one responsible source. The determination to select Axion Enterprise is that they are the only provider of a fully integrated hardware to software system which includes electronic control devices and digital evidence management which contains all of the necessary components to provide a complete end-to-end solution for the capture, management, and security of digital evidence captured from Trilogy logs (pulse duration, battery health, discharge times) of the Taser 10 Conducted Energy Weapon. The fundamental purpose of this system is to reliably capture, manage, and secure digital evidence in a manner that ensures its integrity, preserves the chain of custody, and guarantees its admissibility in judicial, civil and administrative proceedings. These products are required to be compatible with existing and future systems. The results of the capability determination have demonstrated that Axon Enterprise is the only vendor who is capable to fulfill the Governments need for conducted energy weapons which are a part of a hardware to software ecosystem solution which is FEDRamp High compliant to support law enforcement operations. Additionally, it is in the best interest of the Government to utilize this contractor to decrease potential costs on the overall project by saving on unnecessary costs of new hardware and software for compatibility. Since the Axion is the original contractor of current systems that are in place, it is the only source that can provide the product required for this requirement. NAICS Code: 332992, Small Arms Ammunition Manufacturing , Standard business size is 1300. The National Park Service is presently using SAM/FBO to issue synopsis for Notice of Intent to Award Sole Source Justifications and Sources Sought. The synopsis may be viewed online at: https://beta.sam.gov. FBO will be the only means of obtaining the amendments and will be able to receive electronic notification of solicitations and awards. CAUTION: This synopsis will be issued electronically as will any amendments. The Government is under no obligation to maintain a bidder's list. It is incumbent for any interested parties to obtain any amendments which may be issued. A solicitation will not be released for this requirement. This will be a notice of intent to award on a sole source basis to Axion Enterprise.
