BACKGROUND Mike O’Callaghan Military Medical Center (MOMMC) performs 1,500 surgeries annually encompassing surgical services that include Orthopedics, ENT, Vascular, General, GYN, Ophthalmic, Urology, General, Labor and Delivery, and Oral Maxillofacial Surgery. The Sterile Processing Department (SPD) plays a critical role in ensuring the quality, safety, and functionality of surgical instruments used in patient care. As the department responsible for the cleaning, decontamination, inspection, assembly, sterilization, and distribution of surgical instruments, SPD must maintain instruments in optimal working conditions to support safe surgical outcomes and regulatory compliance. Properly maintained instruments prevent surgical delays, prevent patient harm, and uphold standards set by AAMI, ANSI, OSHA, and accrediting bodies like The Joint Commission. To fulfill these responsibilities effectively, SPD relies on qualified service partners to provide specialized sharpening, repair, and refurbishment services that extend the life of instrumentation and ensure reliable performance in the operating room. SCOPE The overall purpose of this requirement is to obtain certification of operational standards of the following: provide all labor, tools, parts, materials, facilities, and transportation necessary to provide the following service: Comprehensive surgical instrument repair, sharpening, and maintenance of estimated 300 surgical sets (subject to change), services to include Orthopedics, ENT, Vascular, General, GYN, Ophthalmic, Urology, General, Labor and Delivery, Oral Maxillofacial surgery; Inspection and minor repair of surgery-adjacent equipment such as case carts, caskets, rolling carts, positioning devices, etc. Support for instrument tracking, designation, and accountability. Staff education on current industry standards of practice for effective instrument handling, inspection and reprocessing. List all services/ supplies with pricing. BASE YEAR SERVICE DESCRIPTION SCOPE Surgical Instrument Repair Proactive on-location surgical instrument repair and maintenance. Up to 300 surgical instrument sets (subject to change). Surgical instrument sets to include (but are not limited to) the following surgical services: Orthopedics, ENT, Vascular, General, GYN, Ophthalmic, Urology, General, Labor and Delivery, Oral Maxillofacial surgery Surgical Instrument Replacement Non-repairable common stock instrument replacement. Up to $500 in new surgical instruments provided to replace common stock instruments deemed non-repairable or unfit for use. Container Repair Surgical instrument rigid container repair and maintenance. Up to 300 surgical instrument containers (subject to change). Mobile Equipment Repair SPD mobile equipment repair. Up to 20 SPD case carts and rolling carts. Patient Positioning Device Repair Yellofin leg stirrup repair. Up to 8 Yellofin leg stirrups. III. WORK REQUIREMENT Instrument Sharpening, Repair and Maintenance Perform sharpening, honing, alignment, lubrication, and minor adjustments according to manufacturer specifications and AAMI/ANSI standards, bi-monthly. Ensure restored cutting edges meet clinical performance criteria and are free of burrs, chips, misalignment, or corrosion. Provide repair, refurbishment and part replacements (e.g. springs, box locks, rachets, tips, tungsten carbide inserts) when feasible. Restore instruments to functional condition equivalent to OEM performance when possible. Repair vendor will provide yearly reviews of program with staff to review findings and suggestions. All electrocautery instruments are to be tested by the vendor with appropriate insulation testing device designed for insulated surgical instruments. Instruments are to be ultrasonically cleaned, and stains removed. Instruments to be repaired within surgical sets are stainless steel, laparoscopic, LEEP coated, cannulated, arthroscopic. Vendor should repair closed containers to include dent removal, gasket replacement, handle repair adhesive removal and retention latches and pins. All non-repairable instruments are to be documented and reported at the end of each repair visit. Clearly tag and return any items deemed non-repairable with written justification. Vendor shall provide up to $500 in common stock replacement instruments per bimonthly repair visit for items deemed non-repairable or unfit for use. All instrument repairs will be done at hospital (on-site) in mobile repair lab during client approved hours. Ensure chain-of custody for all items removed from the sterile processing department. On-site repair visits should consist of six bi-monthly repair visits, each consisting of four consecutive days and average 12-14 sets per day. Sets and equipment repaired are to be documented either using hospital’s instrument tracking system (if functioning) or manually by repair vendor and made available to staff at end of repair visit. A summary report to include sets repaired, instruments identified as non-repairable and the reason why and any possible process improvements identified by repair staff. Repair staff will conduct educational programs quarterly on industry best practices regarding instrument care and handling, testing standards and key inspection points. Vendor will perform comprehensive inspection of 20 designated case carts per year, evaluating structural integrity, wheels/castors, handle, shelves, weld points, fasteners, brakes, and overall functionality. Inspections will be completed on site and will include minor repairs such as tightening, replacing loose hardware, adjusting/replacing loose castors/wheels, correcting misalignment, lubricating moving parts, and fixing minor structural issues. The vendor will provide as-needed assessment of designated Operating Room and SPD equipment when requested by the client. Assessment will include functional testing, visual inspection, safety evaluation, and identification of performance issues. Minor repairs that can be completed on-site such as tightening fasteners, adjusting moving components, replacing simple hardware, lubricating mechanical parts, and correcting basic alignment or performance issues will be completed. TECHNICAL Vendor repair technicians must have HSPA CCSVP (Healthcare Sterile Processing Association Certified Central Service Vendor Partner) certification and be qualified to work on and repair the equipment listed in the SOW. CONSTRAINTS The case will be at Mike O’Callaghan Military Medical Center (MOMMC), Nellis AFB. The representative must comply with all security requirements to enter installation.
