Learning Management Ecosystem Design

The scope of this SOO is to procure Technical Services to provide capabilities, not limited to, the design, development, and demonstration of a foundational software factory and a unified access portal prototype for FEMA’s LME, with supporting roadmaps and recommendations for long-term consolidation and secure identity management.
