Clear and Concise Description of Supplies or Services: The contractor shall provide the requirement under a Firm Fixed Priced contract in accordance with (IAW) attached Statement of Work (SOW) The following contains the Contract Line Item Numbers (CLIN) items to be acquired. QTY 1 U/I Each Unit Price $ Extended Amount $ TOTAL COST (USD): $ QUOTE EXPIRATION DATE: PROPOSED WARRANTY (See SOW): Purpose: This requirement will compete as a “Brand Name or Equal” solicitation. Kawasaki has been identified as the brand name standard. Statement of Work (SOW): The SOW detailing all required tasks, standards, and deliverables is included as Attachment 1 to this solicitation. The contractor shall provide KWT1000MTFNL - Kawasaki Ridge Crew HVAC or Equal with the following features: Digital speedometer, tachometer, fuel gauge, odometer, dual trip meters, total time, trip time, average speed, gear indicator, Driving Mode, Power Mode, clock, water temperature, battery voltage, oil change reminder, Bluetooth indicator, Economical Riding Indicator, maintenance reminder, high beam, neutral, reverse, and warning lights (battery, EPS, CVT, seatbelt, parking indicator, oil pressure, water temperature), full cab with HVAC, adjustable driver's seat, full-color TFT Instrumentation with Smartphone Connectivity via RIDEOLOGY the APP Power Sports, USB ports, KQR system compatible. Any available color choice. To see additional details, see Attachment 1. b. The provision at RFO 52.212-1, Instructions to Offeror – Commercial Products and Commercial Services applies to this solicitation. In addition, the following addendums identified below applies. (1) Addendum to RFO 52.212-1(a) Submission of offers. (a) The Offeror shall complete the Vendor Information and Pricing section under paragraph 4.a. of this solicitation and submit a separate detailed cost breakout to determine reasonableness of cost elements such as project management, labor, materials, and equipment. (b) The Offeror shall complete and submit the Contractor Responsibility Verification form (Attachment 2), along with supporting documentations required by the form. (c) The Offeror shall submit a comprehensive Technical Capability Statement detailing their plan to the periodically maintain the air system IAW the SOW. The information submitted must be sufficient for the Government to assess if your capability will successfully satisfy the requirements of the SOW. (d) The contractor’s offer must meet the minimum requirements of the solicitation. Unless requested from the Contracting Officer, quote revisions received after the solicitation close date/time will not be accepted. Responses should contain your best terms and conditions. The government reserves the right to evaluate the quotes and award without interchanges. (e) The government will not accept any refurbished equipment; all equipment provided must be new. (f) Addendum to RFO 52.212-1(b) Period for Acceptance of Offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. c. The provision at 52.212-2 Evaluation—Commercial Products and Commercial Services applies to this solicitation. In addition, the following addendums identified below applies. (1) The addendum to RFO 52.212-2, Evaluation - Commercial Products and Commercial Services (Date) as provided below applies to this acquisition. (2) The government intends to award a single, firm-fixed-price contract to the responsible offeror whose conforming offer represents the Lowest Price Technically Acceptable (LPTA) to the government. The Government will review offers from the lowest priced offeror to the highest priced offeror. The lowest-priced offer will be evaluated first for Technical Acceptability. The Government, in its best interests, reserves the right to consider a quotation other than the lowest price technically acceptable whose offer provides additional benefit(s). Once the Government has determined the offer to be technically acceptable and the price is determined to be fair and reasonable, the Government is under no obligation to evaluate further offers. (3) The following factors shall be used to evaluate offers: (a) Price – The Government will evaluate if the offeror’s total proposed price is fair and reasonable (see paragraph 4.b.1.a for further details). A comparison of proposed prices received in response to the solicitation is the preferred and intended price analysis technique. If adequate price competition is not feasible, the government reserves the right to perform price comparison from the result of the government's market research and/or any other reasonable basis as determined by the government. (b) Technical Evaluation – The Government will review the contractor’s Technical Capability Statement and evaluate if it will successfully satisfy the requirements of SOW. The rating table provided below will be used to evaluate Technical Capability. Acceptable The offeror’s comprehensive technical capability statement provided sufficient information regarding their ability to successfully fulfill the requirement of the SOW. Unacceptable The offeror’s technical capability statement did not provide sufficient information regarding their ability to successfully fulfill the requirement of the SOW. (4) Options. Not Applicable (5) A written notice of award or acceptance of an offer shall be furnished to the successful offeror. The resultant award shall therefore be binding without further action by either party unless the Contracting Officer requests a written confirmation or signature from the contractor.
