Description

The City of Fullerton is requesting Proposals from qualified airport planning, engineering, and environmental firms for the completion of plans and specifications necessary to complete various improvement projects involving designated capital improvement projects at the Fullerton Municipal Airport. These various projects are part of the five-year Airport Capital Improvement Program (ACIP) submittal to FAA LAX-ADO. Interested firms shall submit their proposal no later than Response Submission Time on Response Submission Date . This Request for Qualifications (RFQ) provides information on the City of Fullerton, the required scope of services, the consultant/contractor selection process, and the minimum information that must be included in the RFQ Response. Selection of the approved consultant will be based upon overall staff qualifications, relevant design experience, and demonstrated familiarity with the FAA project development process. The final contract for professional services will be in conformance with the provisions of FAA AC 150/5100-14E, "Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects" and Title 49 CFR Part 26 ”Participation by Disadvantage Business Enterprises in Department of Transportation Programs.” Prior to the award of contract, the City reserves the right to cancel this request for proposals without notice. The scope of the various project improvements are covered under federal grant assurances and jurisdiction, requiring interaction and coordination with the Federal Aviation Administration (FAA) Los Angeles Airports District Office (ADO). Parties submitting proposals shall be prepared to perform all work in accordance with FAA, State, and local policies and guidelines. The final scope of work and schedule will be negotiated upon selection of the most qualified firm, and subject to the availability of federal and state grants. The final scope and fee for each project will be negotiated separately upon FAA approval to fund the projects, or by fiscal year.
