NOTICE OF INTENT TO SOLE SOURCE Department of Veterans Affairs VA Palo Alto Health Care System (VAPAHCS) Acquisition ID#: 36C261 26 AP 4343 The Department of Veterans Affairs, VA Palo Alto Health Care System (VAPAHCS), intends to award a Firm Fixed Price sole source contract to Novogene Corporation Inc. for single cell 3 RNA sequencing (scRNA seq) on fresh human cell samples, including full library preparation, sequencing, quality control, and downstream bioinformatics analysis. Authority This acquisition will be conducted under FAR 13.106 1(b)(1), soliciting from a single source when the contracting officer determines that only one source is reasonably available. Description of Requirement VAPAHCS Research Service requires highly specialized 10x Genomics single cell RNA sequencing, including: Local same day pickup and immediate processing of fresh human samples to preserve RNA integrity Sample QC 10x Genomics library preparation Sequencing on the Ultima UG100 platform targeting 400 million raw reads per sample Full bioinformatics pipeline: demultiplexing, alignment, cell calling, clustering, HVG identification, marker gene detection, enrichment analysis Secure data return via SFTP All work performed at contractor s Sacramento, CA laboratory This work supports ongoing transcriptional level disease biology research requiring advanced single cell resolution. Estimated value: $18,171.00 (Firm Fixed Price) Period of Performance One (1) year from date of award, consistent with the supporting justification package. Not a Request for Quotes This notice is not a request for competitive quotes. The Government will use responses solely to determine if a competitive opportunity exists. Response Requirements Respondents must demonstrate: Ability to process fresh human samples same day, locally, without degradation Access to the Ultima UG100 platform Full 10x single cell workflow capability Full bioinformatics workflow Ability to meet the turnaround time and sample handling constraints Proof of relevant authorization and technical capability Only responses demonstrating complete equivalence will be considered.
